Baring having a milling machine, what are some other options for modifying the axle slots for tubes?

Yep. Hacksaw blade on a mini handle, or wraped in duct tape. 

Hint, carefully, pull back, with the teeth faceing away from you. Slow and steady.

And somehow anchor the base snug to a solid base, near the edge, so your hand won't be in the way.

Go very slow.

I use a bare hacksaw blade in my fingers.  Though mostly I try to have the tube inside the the axle slots so only the axle sticks out and I don't have to cut.  But depends on the chassis.  Reason being the cut could be crooked since I'm freehanding it, but if the chassis is one that works on the jig, then less of a concern.

cut the slot a little wide, drill the JB QUICK rivet hole, file burrs, when the jb is almost set up press a safety pin into the jb opposite the direction you want it to move, flip the base upside down for a test roll, repeat the previous pin prick if needed...
