Rankings and Hall of Fame

I made a little update to the Rankings page. It now shows "Active" rankings and Hall of Fame cars. I figured it wasn't fair to have the retired cars take up a rank slot when they're no longer racing. Hopefully this will help folks figure out what available cars are winners more easily.

The all-time rank is stored in the database but only the active rank is shown on the pages.
