This is where I get confused:

Modified entries only
60g maximum weight
3.25in. long x 2in. tall x 1.25in. wide
Limit 1 entries per household
Retail axles and wheels only. FTE/NPA axles allowed. No tubes

No... Modified only, but not if that mod is wheels and axles? Forgive me. I'm new to this hobby. What mods are requried then?

Car must be taken apart, weight is advised, and painting is optional. Wheels can be lubed and polished, what isn't allowed is cutting the axle and tubing it. — ManiacMotorsports
Yep. You can change the axles too if you wish as long as they are retail axles and wheels sets and not a tube type installation. — Dutch_Clutch_Racing
