I've used both the Aircraft stripper as well as the regular type gel paint stripper that I apply with a brush. The Easy Off works great stripping the chrome off of plastic parts. You just have to let it sit for quite a while.

By this comment I'll assume that prior to painting chrome it should be stripped as well? or can I just scuff the surface with scotch brite and paint?

The chrome parts are usually so small that I find it hard to get it all scuffed enough to make sure the paint sticks. I think it's easier to spray it and let it sit vs try to hold something small (like a bumper) and sand it. Probably will depend on how much time you have to work on it. I for one, really don't have a lot of patience, especially when it comes to painting. Once I start a custom I like to keep working on it until it's done.

plastic parts are molded, need mold release.... wash IT off before you paint...

More progress...just need to finish some small details.
