What is your thoughts, too many entries
There is a tournament set and many people paid an entry fees to participate but unfortunately the people to participate were more than the number, participants were to be 64 but 150 participated for the tournament. So to select the 64 participants there should be a qualifiers. Now the qualifiers has ended and best time qualifiers were selected (64 people) now the 90 participants are out. So the question is that should they return their entries to them or not? WHY?

That does seem excessive in terms of overall entries to the spots available. I understand having some extras to cover no-shows etc but that shouldn't be more than the total in the tournament.
For example, in our recent Mustang Tournament, the total entries were to be 32 but we had four extra entries as alternates and the drivers were meant to qualify and the four that missed the actual tournament were still going to get a video of them racing. We are also very clear that we never return cars, they go to the winner as a prize
As it turned out, I had all 36 slots taken by drivers but 10 cars never showed up at all. Some drivers at least contacted me to say something happened, which is fine, but the others never communicated or bothered to send anything, so i can see why a host may cover themselves by having more alternates.
I ended up making cars for the 3 or 4 drivers that had contacted me, so they could still race, but made it clear they weren't eligible for any prizes or to win the comp, this also helped me balance out the field to make it more manageable to complete the draw for the races. When drivers sign up but don't show up, it's a huge pain in the ass for tournament hosts.

What you could do is either expand your tournament to 128 seeds, or have the top 64 and bottom 64 race in a separate class(akin to what GTR did with his first Great Sand Dunes event, or what Man Child Motorsports has with the ongoing Builder's Open).
The remaining 22 could be sent back straight away, or get to race in an exhibition tourney along with 2 of your cars, since 24 is an easier number to work with. This event could be triple instead of the usual double elimination to move it along quicker.
Speaking of moving things along, an option for that would be to use triple elimination for such a large tourney, at least for the first 1 or 2 rounds.
Ghana?? Africa?? If I sent a car from USA to Africa I wouldn't expect to see it again.

So which tournament are we talking about here? Might as well call it out.
Also, sending 150 cars to a 64-car tournament seems pretty excessive. Even with two cars per entry, that still only comes out to 128. I can understand people having standby and alternates in case anyone drops, but it's up to the race host to cut it off after a certain number.

If they paid for return shipping then YES, your are obligated to. Even if they didn't run in the main event. It sucks, but it happens.
If they DIDN'T pay return shipping and it was stated in the rules that cars would no't be returned, then no.
If they ASK to have the car returned AND are willing to cover the cost AND this is agreed upon by both parties ahead of time, then defiantly yes

This is just my humble opinion, so take it for what it's worth:
The event host is to blame for this. If you only wanted 64 cars, you should have limited the entries to 64. Everyone who sent their entry fee did it with the intention of racing. Those who didn't make the cut should have their entry fees refunded. You only expected 64 entry fees anyway, so you'll still have what you need.

First question is, why would you let more than 64 in the tournament if you set 64 as the limit? If you allow more than 64, and you tell everyone beforehand that if they don't make the cut they will lose their entries, then they shouldn't expect their cars or money back if it is a keeper tournament. If people sent in return shipping, then yes, they should get their cars back.
